Truth about Andhra & Telangana vs Local & Non locals

Who is local and who is non local in Telangana or for that matter in Andhra Pradesh? Telangana people think all Andhra and Rayalaseema people irrespective of their domicile status are non local. For example as rule of thumb - all those people living in Ameerpet, Kukatpally or SR Nagar areas of Hyderabad are non local. When Honourable Kalvalkuntla Chandrasekhar Rao gets charged, his target group are those people who have been living in and around Hyderabad for the past four or five decades.

KCR also coined a jargon called Settlers. According to him all those people who have been moved to Hyderabad since 1956 when Andhra Pradesh state was formed are Settlers.

We have seen Mulkis, gentlemen agreements, six point formula or GO 610 and Go 399 all moving in the direction of protecting the native Telangana people. And there is too much of confusion basically created on false facts and accusations.

We have to understand two key words. First Telangana people. These people been living in the erstwhile Nizam state for centuries. There is no acceptable and official definition for this group. These people linguistically include Marathis, Kannadigas and then Muslims, North Indians, perhaps Arabs and Persians. Secondly, local and non local is more recent definition. This definition is more pertinent and current since it has been issued as Presidential order in 1975. This is the basis for the Government of Andhra Pradesh recruitment framework.

Now, all those who are in hurry to get a Telangana state are twisting the facts for their own benefit. In this process they started accusing the genuine local people as settlers and then terrorising those communities with false accusations.

Let's go into facts. In 1975, Government of Andhra Pradesh organised that state into 7 zones. These are:

(ZONES) DISTRICTS
(I) SRIKAKULAM, VIZIANAGARAM & VISAKHAPATNAM
(II) EAST GODAVARI, WEST GODAVARI & KRISHNA
(III) GUNTUR, PRAKASAM & NELLORE
(IV) CHITTOOR, CUDDAPAH, ANANTHAPUR & KURNOOL
(V) ADILABAD, KARIMNAGAR, WARANGAL & KHAMMAM
(VI) HYDERABAD, RANGAREDDY, NIZAMABAD, MAHABUBNAGAR, MEDAK & NALGONDA
(VII) ALL AREAS COMING UNDER HYDERABAD AND SECUNDERABAD CITY.


And then, there is clear definition on who will be local or non local. The criteria for identifying an individual as local or non local is nothing to do with his or her parents ancestry.

And here is the definition according to APPSC or EAMCET:

According to the GO, a Local candidate means a candidate for direct recruitment to any post in relation to that local area where he/she has studied in educational institution(s) for not less than four consecutive academic years in a total period of seven years of study prior to and including the year in which he/she appeared for S.S.C. or its equivalent examination. If however, he/she has not studied in any educational institutions during the above four years period it is enough if he/she has resided in that area which is claimed as his/her local area during the above said period.


Accordingly, since 1975 this GO has been basis for the selection into Government jobs or Colleges. What it tells is, let's say my parents are from Godavari districts. But I studied in Warangal from my Class 6 to SSC because my father was posted there legally by Government of Andhra Pradesh. Then automatically I become local for Zone-V. Since this is in Telangana - I also belong to Telangana. As per the Government GO, if I wanted to apply for JNTU, Kakinanda then I will have to fight in the non local quota. Just because, my parents or ancestors are from Godavari districts does not help me any way. And this is the truth and a fact! Same is a case for a Marathi or Assamese or Bihari who lived in Andhra Pradesh and studied four straight years prior to SSC.

But these people who are officially are locals - are settlers (and looters) according to KCR or his supporters or his intellectual brains. Here, by twisting the facts - Telangana intellectuals are running false campaign on historic mistakes that took place between 1956 and 1969 on account of Mulki rules violation. By mixing up the some historic injustices (yes, there were and we have GO 610 or GO 399), KCR or Kodandaram (Reddy) are trying to make generations of people who were living in Hyderabad or Telangana feel insecure by irresponsible statements like "ఆంద్రావోళ్ళని తరిమి కొడతాం"

Today Telangana people may think that they are going to benefit by making Hyderabad not as a free zone. As a matter of fact, it is going to help the locals of Hyderabad. And these locals could be anyone who satisfy the official definition. According to KCR and team most of the colonies in and around Hyderabad metro area are occupied by "Andhra settlers". But as per the government rules - these are the people who will benefit, since these are locals for Zone VI. By having a free zone, all those in Zone - V and Zone -VI (from Telangana) would have benefited. But not anymore!.

Today the very KCR, again stabbed all those innocent Telangana people by not having any representation in the Assembly when the resolution to include Hyderabad in Zone VI was passed.

Clever stuff! or is it again a "stupid" strategy of KCR and his team?
